In answer to last week's question, "How should the US deal with the gang problem?", 80 percent of responses voted for going to war against the gangs themselves; the remainder called for fighting violence itself rather than gangs. There were no votes for working together with the gang organizations, nor any "other" responses. We received only one relevant comment, and it was in reference to the gang attacks in the New Orleans disaster:

• "With the mandatory evacuation orders, troops are meeting refusals from the 'gang' houses, where no doubt, what is inside would appall law-abiding citizens..."

Factual Background:
If modern crime were merely the product of criminals acting as individuals, crime-related violence — as well has the drug-abuse problem itself, which finances the gang activity — would be vastly less dangerous and more controllable. The problem is that it has become organized crime, which transforms ordinary criminals into hardened, disciplined soldiers in a coordinated attack on law and order.

The main part of the story begins in the 1920s, when the Communist Party USA tried to organize revolution amongst blacks in major urban areas. The effort fizzled, largely because of black religiosity and cultural conservatism, which found Communist atheism and anarchism repugnant. The Communists reorganized and tried again in the 1950s and '60s, operating this time behind a network of front organizations using the label "civil rights," and behind black "preachers" using radicalized churches as their base. Among the agents trained in special Communist Party centers in the US were Rosa Parks (the woman who infamously race-baited by refusing to go to the back of the bus), Martin Luther King (notorious for agitating social unrest through speeches and organizing, which was then mobilized into full-scale riots and insurrection), and a number of aides and associates in the Southern Christian Leadership Conference (SCLC, Martin Luther King's main group), the National Association for the Advancement of Colored People (NAACP), the Student Non-violent Coordinating Committee (SNCC), and others.

During the 1960s (and apparently to this very day), violent black revolution was organized around a new group, the Revolutionary Action Movement (RAM) — a derivative of the NAACP, the Nation of Islam, and other "civil rights" groups — which was closely supervised and supported by the secret police agencies of such Communist countries as Cuba and Red China. Working closely with Communist-infiltrated street gangs, RAM launched and directed a number of actual terrorist organizations, including the Black Panther Party, the Republic of New Africa, and the Black Liberation Army. During the 1970s, these and other groups, assisted by the National Lawyers Guild (NLG, the legal arm of the Communist Party) and the Weather Underground (WUO, a major, Cuban-directed terrorist group of mainly white Marxists), infiltrated the prison systems of California and New York — from which their new gang networks spread throughout prisons across the country. New black terrorist groups such as the Black Guerrilla Family (BGF) and the Clandestine Revolutionary International Party Soldiers (CRIPS) recruited criminals and began drawing together the entire terror/ crime network into one revolutionary movement.

Part of this growing movement have been the network of Crips gangs, themselves founded by the Black Panthers in concert with earlier Communist-infiltrated street gangs. The Crips have gone on to dominate the drug trade, constituting possibly the largest single crime syndicate in America today (although it remains partly fragmented into competing local gangs). But judging from the statements, writings, and strategies of gang leaders, who openly boast of their plans for nationwide Marxist revolution, it is clear that the main purpose of the gangs is not the drug trade as such (although pushing drug abuse is a major strategy for corrupting American society), but rather that the drug trade is their method for financing revolution.

During the recent New Orleans disaster, gang members (presumably dominated by Crips and their allies) not only provoked more looting than otherwise would have taken place, but actually carried out coordinated sniper attacks on rescue workers, thereby preventing badly-needed medical and other assistance. While protecting gang "safe houses" may have been involved, the gang attacks more closely resembled the RAM blueprint for urban guerrilla warfare — which calls for exploiting disasters (natural or man-made) as opportunities to bring chaos to cities. The openly-published RAM plan includes attacks on firefighters, medical technicians, and other rescuers, by such methods as sniper fire! It is likely that the New Orleans fighting and looting amounted to a dress rehearsal for future revolution on a larger scale.

Relevant Torah Principles:
1) Under normal circumstances, the Noachide Laws require certain court procedures for prosecuting criminals who violate those commandments. Conviction generally (or perhaps always) requires at least one credible, reliable eyewitness who can testify to having seen first-hand the crime committed by the accused. In the presence of such testimony, the court must execute the criminal through decapitation; in the absence of unequivocal testimony, the court must release the defendant as innocent. Each individual criminal must be tried separately for his own individual crimes.

2) In times of special need or emergency, the government is empowered by Torah to take more drastic measures, including expanding the legal code with more prohibitions, bypassing regular courts and using special tribunals or other mechanisms to investigate and prosecute, using lower standards of evidence (such as circumstantial evidence without eyewitnesses) to gain conviction, and employing alternate methods of execution or other punishment. Within certain limitations, the rules are defined by the need of the situation, according to the judgment of the political leaders (referring to the "king" in Torah, but in fact to whatever political leaders the nation may have). Organized crime and insurrection are most certainly among the leading emergencies that justify such measures.

Analysis:
The problem of gangs and organized crime has mushroomed in recent decades largely because there are virtually no real efforts to stop it. US law continues to treat such crimes as if they were single actions carried out only by individuals, and only investigates and prosecutes accordingly. This allows the coordination provided by gangs to evade, to a large degree, criminal prosecution of most of their activities. And even such piecemeal attempts at law enforcement are being eroded by calls of "fighting violence" rather than the criminals who cause it; in many cases, "former" gang members are now using the political and legal system — and even the police — to unify gangs into a single revolutionary front, all in the name of fighting disembodied "violence"! Among the measures authorized by Torah, and clearly required in this situation, are the following:

• Re-establishment of intelligence-gathering operations by federal, state, and local authorities, including infiltration into gangs. Legal and political protest by Communist-front organizations such as the NLG and the ACLU have almost totally disbanded such internal-security measures anywhere in the US, leaving law enforcement blind in the face of gang activity and planning.
• Banning Communist-affiliated lawyers from access to prisons and prisoners. Such groups as the NLG have helped created the gang/terror networks inside the prison system by being allowed to circulate openly revolutionary literature among prisoners — including newsletters that call on prisoners to rise up and murder their guards!
• Banning the gangs. As incredible as it may seem, few of the gangs are illegal at all. On the theory that their crimes are only committed by a few individuals, the gangs are allowed to operate above-ground, unrestricted in their recruitment, propaganda, and radicalization. Naturally, this also makes their illegal operations much easier to carry out. If membership in any such gang itself becomes a crime (enforceable by death penalty), the organizations could quickly be brought to their knees and contained.
• Banning all Communist-front groups. Thousands of Communist-controlled organizations, ranging from legal/lawyers groups to political organizers, protest groups, "civil rights" groups, and many others form an interlocking network that provide logistical support to gang crime and help mobilize public support for protecting "gang rights." The government can and must make membership or involvement with any Communist group a capital crime.
• Banning all advocacy of revolution or its political ideologies. While American society has been historically protective of free speech, the Torah is not nearly so tolerant of evil propagating its lies and incitement. Not only must the US ban all leftist and revolutionary viewpoints because of the emergency, it frankly must not allow such poison to exist under any circumstances. The Constitution would have to be amended, but it is high time to end all tolerance for Marxist, Socialist, or Anarchist viewpoints and activism.

More measures could be taken, but if even a few of the above suggestions would be implemented, the gang violence problem — and its consequences of widespread drug abuse and Marxist revolution — would be decisively suppressed. The potential for gang resurgence could be permanently eliminated through genuine efforts to lift black culture out of its current backward state, but that is a subject for another newsletter.

Rabbi Chaim Fischer, Chabad of Miracle Mile, Los Angeles, CA

Rabbi Fischer received our proclamation (declaring the Torah duty for everyone to help defund the PLO) on March 15th at 1:15pm; when we didn't hear back from him, we reminded him by e-mail on June 26th. Even now, almost six months after initial contact, he remains completely silent on this issue.

We don't know anything about Rabbi Fischer personally, but his lack of response certainly matches the overall pattern from Chabad shluchim (emissaries) in California, who until recently were almost unanimous in refusing to endorse the PLO-defunding campaign. Blame for general atmosphere of disinterest (or rather, avoidance) rests squarely on the shoulders of Rabbi Boruch S. Cunin, head Chabad shliach for California — and himself an adamant "refusenik" who opposes the PLO defunding campaign (and the Rebbe's Noahide campaign, as reviewed at www.noahide.com/cunin.htm).

Recently, some California Chabad rabbis have stepped forward to endorse the campaign. As the wall of silence and hostility begins to crack, we may soon find Rabbi Fischer and some of his colleagues changing their minds. Stay tuned for updates.

Rabbi Yekutiel Rapp, Central Yeshiva Tomchei Tmimim Lubavitch, Brooklyn, NY

Rabbi Rapp was approached by a JAHG-USA volunteer on May 27th. Upon being shown the Proclamation and looking it over, he agreed with it whole-heartedly and signed it immediately. Rabbi Rapp is a teacher/ supervisor at the main yeshiva of the Lubavitch movement, located directly in Lubavitch World Headquarters at 770 Eastern Parkway in Brooklyn. That is the yeshiva that gives rabbinical ordination to Lubavitch students, and which carries out the major training of future shluchim who go on to establish Chabad Houses elsewhere. His endorsement should therefore echo worldwide as a wake-up call to Chabad emissaries everywhere to get involved — which is precisely what the Proclamation itself explains is everyone's obligation.

Perhaps Rabbi Rapp's signature has already been helping draw in other endorsements; certainly we've received dozens since that time (to be profiled in future issues, IY"H).

• (An explicit anti-Semite responding to the question of defunding the PLO):
"Instead of sending the $1 [billion] to the PLO, we should supply them with short range nukes to put them on a level playing field with the racist/terrorist state of Israel...." — "DS".

• (Another response regarding defunding the PLO):
"The USA should continue funding the Palestinian Authority as long as it promises to stop ALL terrorism, and actually works towards stopping it. If the PLO keeps supporting terrorism, then the US should withdraw ALL funding." — AVO

Our response: "If the PLO keeps supporting terrorism"? Hasn't that been the bread-and-butter of the PLO since its founding in 1966? How many more decades does this person wish us to wait before determining that the PLO "keeps supporting terrorism"?

The question is even more absurd considering that the PLO does not exist for any other reason. It is not an Arab group; it was founded by the Soviet KGB, working in part through Communist Egypt, and has been supported by all parts of the Communist Bloc, including Eastern Europe, North Korea, Vietnam, Red China, Cuba, and terrorists in countries ranging from Japan to Ireland to the USA. For that matter, the PLO's openly stated objective is not just to destroy Israel, but also all non-Communist governments in the Middle East. The PLO named its primary targets as Iran, Turkey, and Israel, and in 1979 PLO-backed revolutionaries overthrow the Shah of Iran and seized his country, ruling it to the present day. The PLO and its affiliates have also been actively involved in trying to overthrow the Arab governments of Jordan and Saudi Arabia, and already plunged both North and South Yemen into Communism decades ago.

So what is the PLO all about? Their own public statements and ideology make it perfectly clear they are a Communist organization whose aim is to spread revolution throughout the globe. They are, to this very day, armed and supported by Soviet Russia, and they boast that once they finish Israel, they will finally be able to wage all-out war on the United States and Western Europe.

It is self-contradictory to speak of the PLO abandoning terrorism, for it was created solely as a terrorist group. Revolutionary violence is its lifeblood, and its Soviet Russian masters maintain and use it for that very purpose. Any call to "wait and see" what the PLO will continue to do is foolish by definition [we note, for the record, that the person writing the above note has a distinctly Russian name; coincidence?], and every taxpayer dime the US government continues to send is used only for more terrorism and revolution. So it's simply time to get involved in JAHG-USA's "Campaign to Stop Funding the PLO!".
